Section 7 - Buyer Acknowledgment and Release

- The buyer understands that Illinois does not provide a statutory right to cancel a used-vehicle sale after execution of this disclosure and the accompanying bill of sale.

Section 8 - Illinois Title Transfer Notice
After execution of this disclosure, the following steps apply to complete title transfer in Illinois:
- Obtain signed title from seller. The seller must sign the title assignment section and complete the odometer disclosure on the title document if required.
- Submit to the Secretary of State vehicle services office. Bring the signed title, this disclosure, a valid government-issued photo ID, and proof of Illinois insurance to the Illinois Secretary of State (ilsos.gov).
- Pay Illinois sales/use tax. Illinois imposes a use tax reported on Form RUT-50 (Private Party Vehicle Use Tax) - a flat amount based on the vehicle's model year for purchase prices under $15,000, or tax on the actual purchase price for $15,000 and above, collected at the time of registration.
- Pay title and registration fees. The current Illinois title fee is $165.00 (subject to change); registration fees vary by vehicle class.
- Meet the transfer deadline. Illinois requires the buyer to complete the title transfer within 20 days of the sale (625 ILCS 5/3-114). Form RUT-50 and any tax due must also be filed within 30 days of the purchase date regardless of whether the title application is complete - Illinois assesses separate penalty and interest for a late RUT-50 even if the title itself is filed on time.
- Obtain new Illinois title and registration. The Secretary of State vehicle services office issues a new Illinois certificate of title and registration in the buyer's name.
